Overview

The Water Resources Institute (WRI) was established under Decision No. 1896/QĐ-TTg dated November 28, 2017 of the Prime Minister on the establishment of the Water Resources Institute under the Ministry of Natural Resources and Environment, and Decision No. 99/QĐ-BTNMT dated January 11, 2024 (replacing Decision 838/QĐ-BTNMT dated March 16, 2018) of the Ministry of Natural Resources and Environment on the functions, duties, powers and organizational structure of WRI. The Institute operates based on the Certificate of Registration of Science and Technology Activities No. A-1902, first issued on April 12, 2018 by the Ministry of Science and Technology. The Institute consists of 2 functional offices and 3 research departments:

  • Office;
  • Department of Science, Training and International Cooperation;
  • Department of Water Resources Planning and Forecasting;
  • Department of Water Resources Economics and Management;
  • Department of Water Resources Technology and Engineering;

The Institute has a staff of 35 people. In addition, the Institute contracts with qualified professionals and collaborates with leading experts in meteorology, hydrology, oceanography, environment, ecology, social sciences, and cooperates with the Center for Environmental Research in monitoring, sampling, and analysis activities.

With the mission of researching water resources and water environment, providing forecasts, warnings and notifications on water resources including water pollution, drought, saltwater intrusion; researching rational management, exploitation and use of water resources; assessing issues arising in water resource management and socio-economic development; participating in programs, projects and scientific research on environment, meteorology, hydrology, oceanography with foreign countries and international organizations, the Institute's staff have completed over 60 domestic and international projects, all achieving excellent results and high recognition.

The Institute's future development plan is to continue fulfilling state-assigned tasks while expanding cooperation with governmental and non-governmental organizations for domestic and international projects.

In consulting activities, the Institute's mission is to provide high-quality consulting services to support socio-economic development and improve water resource management in particular and environmental management in general.

The Institute's development orientation demonstrates stability and independence through participating in development activities appropriate to local circumstances.

The guiding principles of the Institute are transparency, efficiency, respect, and good cooperation with stakeholders.
